As Hawai‘i experienced significant economic growth and demographic changes during the pre-statehood era of the 1940s and 1950s, the strain on law enforcement became evident, necessitating new strategies to maintain law and order. 

Key milestones include the territory-wide law enforcement conferences beginning in 1946, where police chiefs and commissioners from all four island counties gathered to address common challenges. These conferences, held annually from the 1950s to the 1970s, provided a forum for discussion and collaboration on criminal issues. 

In response to public demand for action against organized crime in 1970, conference delegates adopted resolutions leading to the formation of the Hawai‘i State Law Enforcement Officials Association (HSLEOA) in 1971. Led by Honolulu Chief Francis Keala, HSLEOA aimed to advance police service, promote cooperation, and uphold professional standards. Membership was open to law enforcement leaders and qualified individuals from across the state.  

Over the decades, HSLEOA has played a crucial role in fostering cooperation among various law enforcement agencies to address the state's policing challenges. With its motto "Hui Kahi No Ka Pono" (United for Justice), HSLEOA remains committed to leading Hawai‘i’s fight against crime. 

Since 1982, the naming of the HSLEOA Officer of the Year has been one of the highlights of the association’s annual conference.  All recipients have distinguished themselves by exemplary service and outstanding accomplishments in the field of law enforcement. 213 law enforcement professionals have been recognized since the organization’s inception. It's a tradition that not only celebrates past achievements but also inspires future excellence in law enforcement.
